Opt Outs will have ABSOLUTELY NO IMPACT on state school district funding

The Every Student Succeeds Act signed into law by President Obama last December requires that states maintain a 95 percent participation rate on federally required English and Math assessments.  However, the responsibility for enforcing this mandate is up to each individual state.

After much conjecture, the New York State Board of Regents recently announced that for the current 2015-16 school year, New York State will NOT be imposing any sanctions on schools or districts with low participation rates in state tests.  
 
Most experts believe that the removal of a threat of a loss of funding will further embolden the opt-out movement started by parents in an effort to get the state education department to address a wide range of concerns about the validity and age appropriateness of the state tests.
